General contractors can prevent all subcontractors on a project to submit their Applications for Payment until after being invited to do so.
You must be a Project Admin or Project Curator to take these steps.
By default, Trimble Pay automatically sets all of a project's subcontractors as eligible to submit their Applications for Payment starting on the billing period's Billing start date.
You can override this default behavior so that subcontractors eligible to bill can do so only after you send them an invitation, which may give you tighter control over who can bill for a given period.
