You can assign statuses to a Site, Project, or Container so that they will be available for users to select in that container when uploading new items.
Statuses that are assigned at Enterprise level filter down into all Sites, Projects, and Containers below it, so if you assign a status at the Enterprise level, you do not have to assign it in each container below it as well.
