You can make keywords and descriptions mandatory by requiring them at the Enterprise level.

Right-click on the enterprise and go to Configure > Settings > Manage.
The Container Settings window appears.

Click Override next to any of the following user
settings:
- KEYWORD_REQ
- DOCUMENT_DESC_MANDATORY
- TASK_DESC_MANDATORY
- DISCUSSION_DESC_MANDATORY
The User Settings Wizard window appears. - Make sure Can override is selected.
- Click Next and configure the setting.

Click Next, Finish, and Close.
You are directed back to Container Settings.
- Click OK.
