Comment Permissions
Many of the rules and permissions for comments are inherited from the parent object that the comment is being associated to.
The pertinent objects are things like files, folders, Releases, ToDos, and Views.

Guidelines for Managing Comment Permissions
These permissions will work when:
- The user has Full Access to the parent object
- The user has at least Read-only Access to the folder where the file is located in Trimble Connect and assuming the user has Full Access to the parent object
