Payroll Tax Authority Screen Field Reference

The Payroll Tax Authority screen contains the following tabs:

General Tab

FieldDescription

Payroll Tax Authority Type

Click to associate a payroll tax authority type with the selected payroll tax authority.

  • Federal - If you select Federal, complete the fields on the General tab and the GL Accounts tab.

  • State/Province - If you select State/Province, complete the fields on the General, State Taxes (United States only), Workers Comp/Liability, and GL Accounts tabs.

  • Local - If you select Local, complete the fields on the General and GL Accounts tabs. If you are linking a local payroll tax authority to another local payroll tax authority or a miscellaneous payroll tax authority, also complete the fields on the Local Income Tax Links tab.

  • Miscellaneous - If you select Miscellaneous, complete the fields on the General, and GL Accounts tabs. If you are linking a miscellaneous payroll tax authority to another miscellaneous payroll tax authority, also complete the fields on the Local Income Tax Links tab. Each miscellaneous payroll tax authority must be linked from a local payroll tax authority or linked to another miscellaneous tax authority on the Local Income Tax Links tab.

Employer TaxFor miscellaneous tax types, select this checkbox to have the system calculate the tax as an employer tax rather than an employee tax (default).
Note: If the miscellaneous tax has unposted checks associated with it, the Employer Tax check box is not available. After those checks have posted, you can set the miscellaneous tax to calculate as an employer tax.

State/Province Abbreviation

Click to select the two-letter abbreviation for the state or provincial payroll tax authority. This value appears on the printed Form W-2 or T4 slip.

Note: This field must be completed for local payroll tax authorities.

Local Abbreviation

Enter an abbreviation of up to 20 alphanumeric characters for the local payroll tax authority. This value appears on the printed Form W-2 or T4 slip. This field is only enabled when the payroll tax authority type is Local or Miscellaneous.

Special considerations exist when setting up local payroll tax authorities in Indiana and Ohio.

Indiana

For Indiana counties, enter INCO plus the 2-character county code in this field to ensure that ProContractor includes the county in the Form W-2. For example, for Lake County, which has a county code of 45, enter INCO45. County codes are as follows:

For Ohio local payroll tax authorities, the local abbreviation must be 8 characters long. Enter the local district name (or abbreviation) as the first 4 characters and the school district code as the second 4 characters.

Report Income Tax with Payroll Tax Authority

If the value in the Payroll Tax Authority field is not valid for Form W-2 or T4 reporting purposes, enter the payroll tax authority for reporting purposes. The earnings and tax withheld for the payroll tax authority are accumulated and reported to the payroll tax authority in this field.

Report SUTA/SUI/SDI with Payroll Tax Authority

If the payroll tax authority is for employees who are exempt from SUTA, SUI, or SDI, enter the abbreviation for the payroll tax authority to use for reporting purposes or click to select the authority from a Lookup List. The earnings and tax withheld for the payroll tax authority are accumulated and reported to the payroll tax authority in this field. This field is enabled only if State/Province is selected as the payroll tax authority type.

For example, in many states there are certain workers who are exempt from unemployment, such as railroad workers, clergy, or independent contractors. In New York, certain union workers are exempt from NY SDI. Let’s say you want to set up New York payroll tax authorities to handle those union workers who are exempt from SDI.

First, create a payroll tax authority, NY, for all New York workers. Use the current rates for SUTA, SUI, and SDI and create the Income Tax Table for NY. Then create a second payroll tax authority for New York, NY2.

  1. Enter the following information for NY2:

    Report Income Tax with Payroll Tax Authority = blank

    Report SUTA/SUI/SDI with Payroll Tax Authority = NY

    SDI Rate = 0.00

    Enter the SUTA and SUI rates as needed.

    The NY2 payroll tax authority is only used for SUTA, SUI, or SDI. You do not need to set up an income tax table for NY2.

  2. For each employee who is exempt from unemployment, on the Employee screen of the Employee screen:

    SUTA State = NY2

  3. Process payroll as usual. The monthly and quarterly state unemployment reports, electronic filing, and Forms W-2 combine the NY and NY2 amounts and report them under NY

Status

Click to select the status of the payroll tax authority.

  • Active - The payroll tax authority is available for use and appears in lookup lists.

  • Inactive - The payroll tax authority is not available for use and does not appear in lookup lists on other screens. However, it persists in previous selections.

Only active payroll tax authorities can be used to calculate taxes.

Memo

Enter any comments or notes about the payroll tax authority.

Box 14 Fields: These fields are only enabled if Payroll Tax Authority Type is set to Miscellaneous. Use these fields to define the content that appears in box 14, lines 4-5, of the printed Form W-2. Use the Box 14 Text fields to define the text that prints on the Form W-2. Use the drop-down selections in the Information to Print Box 14 fields to define which combination of text and dollar amounts prints on the Form W-2.

Tax Code

Select the 4-digit Aatrix tax type. The name automatically populates based on your selection.

Local Income Tax Links Tab

Use this tab to link additional local or miscellaneous payroll tax authorities with the current payroll tax authority. Tax is then withheld for the linked payroll tax authority whenever the current payroll tax authority is used. You can link only local and miscellaneous payroll tax authorities.

For example, if a county or municipality has enacted an income tax, you need to set up a local payroll tax authority. If the municipality has more than one local income tax, use this tab to set up the additional payroll tax authority and link it to the first. You can also use this tab to link a miscellaneous payroll tax authority to a local payroll tax authority.

Each row in the grid is a local or miscellaneous payroll tax authority that is linked to the current payroll tax authority.

Use this tab to link local or miscellaneous payroll tax authorities with the current state payroll tax authority. Tax is then withheld for the linked payroll tax authority whenever the current state payroll tax authority is used. You can link only local or miscellaneous payroll tax authorities to state payroll tax authorities.

Each row in the grid is a local or miscellaneous payroll tax authority that is linked to the current state payroll tax authority. Click plus to add a row to the grid. Click minus to delete the active row from the grid. See Grids for tips on using grids in ProContractor.

Name

Enter a name of up to 40 characters for the payroll tax authority.

Emp. State Withholding Status

Select this check box if you want the Misc Tax to use each employee's state withholding filing status as assigned in the Employee screen, and to disable the Withholding Status field.

Withholding Status

If all employees with a specific withholding filing status should be subject to the Misc Tax, select it here. This field is disabled when the Emp. State Withholding Status check box is selected.

State Taxes (U.S.) Tab

Use the State Taxes tab to set tax rates and earnings limits for state unemployment deductions and taxes. These abbreviations are used for state withholding types: SUTA (State Unemployment Tax Authority), SUI (State Unemployment Insurance), SDI (State Disability Insurance).

SDI Weekly Tax LimitEnter the maximum amount that can be deducted from an employee's pay in one week, for state disability insurance.
SUI RateEnter the rate for SUI calculations as a percentage with up to five decimal places.
Family Leave Insurance (W-2 Only)If the State/Province Abbreviation is NJ, enter the rate for Family Leave Insurance (FLI). The rate must be less than or equal to the SUI rate.
Note: The rate entered here is used only to calculate the FLI amount that is printed on the W-2. For payroll calculation purposes, you must include the FLI percentage in the SUI rate.
SUI Annual Earnings Limit Enter the maximum annual employee earnings subject to SUI.
SUI Weekly Tax Limit Enter the maximum amount that can be deducted from an employee's pay in one week, for state unemployment insurance.
Minimum Earnings for a Credit WeekEnter the minimum weekly earnings required, to be credited for one week of contributions to SUI.
Company/Tax ID Grid (unlabeled): Each row in the grid lists the SDI, SUI, and SUTA Tax IDs for a company.
CompanyDisplays the company code. You need to associate a state tax ID to this company. Select a separate company for each State Tax ID number.
Company NameDisplays the name of the company.
SDI/SUI Tax IDEnter the employer state identification number, which is used for state unemployment and disability insurance information. If you do not enter a SDI/SUI Tax ID, ProContractor will use the State Tax ID.
State Tax IDEnter the State Tax ID. This value appears in box 15 of the printed Form W-2.
SUTA Rate Grid (unlabeled): As provided by the state, enter effective dates and associated SUTA rates in this grid.
Effective DateEnter the effective date for the SUTA rate, as communicated to you by the state.
SUTA RateEnter the employer SUTA tax rate as a percentage with up to five decimal places, as communicated to you by the state.
Employment Training Tax (Reporting Only)If the State/Province Abbreviation is CA, enter the Employment Training Tax (ETT) rate. This rate must be less than or equal to the SUTA rate.
Note: The rate entered here is used only to calculate the ETT amount in the electronic file for a SUTA report. For payroll calculation purposes, you must include the ETT percentage in the SUTA rate.
SUTA ExemptSelect the checkbox to indicate that earnings under the SUTA limit are exempt from state unemployment tax as of the effective date. When you select the checkbox, ProContractor disables the SUTA Rate field for the line. If a SUTA rate was already entered, ProContractor resets the rate to zero.

Box 14 Fields: These fields are only enabled if Print SDI/SUI on W-2 is set to Yes. Use these fields to define the content that appears in box 14, lines 1-3, of the printed Form W-2. Use the Box 14 Text fields to define the text that prints on the Form W-2. Use the drop-down selections in the Information to Print Box 14 fields to define which combination of text, dollar amounts, and/or Tax IDs prints on the Form W-2. The line text only prints if you select a value that includes Line Text.

Workers Comp/Liability tab

Use this tab to enter effective dates, calculation rates for workers' compensation, and the types of pay (regular, overtime, sick) that qualify as workers' compensation earnings. This tab is only enabled if the payroll tax authority type is State/Province.

The grid displays a card view at the bottom of the screen, providing an "at-a-glance" display of all the values in the selected row, without scrolling.

GL Accounts Tab

Each row in the grid displays the company name and associated general ledger accounts for income tax, SUI, SDI, and SUTA. The SUTA, SDI, and SUI fields are only enabled if the payroll tax authority type is and the country is United States. To set up a payroll tax authority, you must assign at least one general ledger account to one company. ProContractor automatically displays a list of all companies in the system. Assign a general ledger account to each company associated with this payroll tax authority.

Note that deleting a row only removes the association between the payroll tax authority and the company; it does not delete the company from ProContractor.
